Important update:
Building permits for the City of Monte Vista are now processed directly by City staff in the Planning & Community Development Department. Rio Grande County no longer handles building permits for Monte Vista properties. Please contact DJ Enderle for all permit-related questions.
Contractor & subcontractor license required before permit issuance:
All contractors and subcontractors must obtain a valid Contractor License from the City Clerk’s office before a building permit can be issued. Please ensure all subcontractors are licensed prior to submitting your permit application. Contact the City Clerk’s office to apply for or verify a contractor license.
Note:
Building valuation is calculated using the International Code Council (ICC) Building Valuation Data in effect as of February of the year preceding your application. 50% of the fee is due at application; the balance is due before permit issuance.
How to apply
Step 1 — Verify contractor & subcontractor licenses
Before anything else, confirm that all contractors and subcontractors on the project hold a valid City of Monte Vista Contractor License issued by the City Clerk’s office. No building permit will be issued without this.
Step 2 — Get a site permit first
An approved Site Permit from the Planning & Community Development Department is required before a building permit can be issued. Contact DJ Enderle to start this step. Your approved site permit must be included with your building permit application.
Step 3 — Gather your application materials
You’ll need:
• Completed building permit application form
• Construction plans and specifications showing code compliance
• A site plan showing lot boundaries, setbacks, parking, access, and utilities
• A landscaping plan, if required

Step 4 — Submit your application and pay the initial fee
Submit your complete application to the Planning & Community Development Department. 50% of the total permit fee is due at the time of application. The remaining balance is due before the permit is issued. Fees are established by City Council resolution — contact us for current fee information.
Step 5 — City staff reviews your application
Staff will confirm your application is complete within 10 business days. Once complete, a technical review checks compliance with adopted building codes and this Code. You’ll receive written notice of approval, conditional approval, or required revisions within 16 working days of a complete application.
Step 6 — Permit issued — post it and build
Once all plans are approved and fees are paid, your permit is issued. Post it visibly on the construction site at all times and keep the approved plans on-site for inspections. Any material changes to approved plans require prior written approval before proceeding.
